Andrew Milner

In a career spanning 30 years, I have advised a number of public and private sector clients on a range of financial issues in the defence, transport and infrastructure sectors. I began my career with a big Four firm in external audit, qualified as a Chartered Accountant and then specialised on the financial aspects of corporate mergers, acquisitions and bids. More recently, I have advised a number of transport infrastructure organisations and operators.

I have led the financial aspects of a number of significant and complicated sell side projects, including the sale of Innovene by BP to Ineos, the demerger of QinetiQ from the Ministry of Defence, the demerger of Comet by Kingfisher and the separation of National Power into Innogy and International Power. More recently, I supported MTR in their bids to operate various UK rail franchises, including their successful bid for what is now called the Elizabeth line, and supported the Highways Agency (as was) in their transition to form Highways England.

I joined the firm’s transport and infrastructure team in September 2018. In my time here, I have been advising Transport for Wales as they seek to address the financial issues that COVID-19 has had on their railway franchise, and I am working with HS2 Limited as they start to construct phase 1 of the railway between London and Birmingham. I am also currently engaged by the Ministry of Defence to provide advice on the financial aspects of their contracts with the private sector.

Outside of work, I live in Bristol with my wife, and three dogs, and two children, one who is just about to ‘fly the nest’ and one who has done so already. I enjoy property investing, sports, music and (when possible) travelling.
