Nicola Mousley

I'm a senior manager in our economic consulting team, and a postgraduate economist with almost 8 years of experience in technical and public sector analysis.

I lead on multiple economic impact assessments and evaluations, including assessing the gross value added (GVA) and employment impacts of policy intervention for public entities. I've also developed a monitoring and evaluation framework for a central government programme of policy interventions.

Prior to joining Grant Thornton in 2022, I was an economic advisor in the Government Economic Service. My experience there included regional scenario analysis of different homeownership tenures for the housing sector, and analysing the macroeconomic impacts of mortgage-market changes during periods of economic turbulence. I used econometric modelling to understand the unit costs of differences of different materials of constructions and the potential economies of scale that can be gained.

I've also worked in the Department for Energy Security and Net Zero (DESNZ), the Department for Levelling up, Housing and Communities (DLUHC), the Department for Environment, Food, and Rural Affairs (DEFRA), and the Department for Transport (DfT). Infrastructure sectors have included net zero, aviation, rail, air quality, waste management, housing, chemical regulation, levelling up, and local government funding.

At the DfT I worked across several transport modes, including high speed rail schemes in the North, and aviation and airport expansion in the UK. Both of these projects involved applying HMT Green book appraisal guidance to estimate the social benefits of different passenger-demand scenarios to provide policy advice for interventions.

At DLUHC, I led on the local government funding area cost adjustment, using econometric analysis to assess how the cost of delivering public services varies by local authority. I also led on distributional analysis of local government funding, which applied economic theory to understand the potential welfare impacts of different funding allocations.

Outside of work I enjoy keeping fit through pilates and yoga. I also like travelling and spending time with friends and family.
