Owen Tong

Achieving net zero will require unprecedented investment in novel technologies by both public and private sector. Unlocking this capital requires multi-stakeholder collaboration and development of bespoke funding models.

I am a corporate finance professional with over 14 years’ experience in consulting and central government, specialising in energy, infrastructure and net zero. I help public and private sector clients understand the challenges and opportunities presented by the energy transition, including supporting on transactions, commercial analysis, policy design, and investment strategy. For example, I have recently helped clients develop strategies for electric vehicle (EV) charging infrastructure roll-out, and analyse the investment case for sustainable fuel production facilities.

Prior to joining the firm, I worked in the Department for Business, Energy and Industrial Strategy (BEIS) as an in-house corporate finance adviser, where I helped officials and ministers design policies to help attract private sector investment in energy transition sectors, such as regulated utilities, EV charging infrastructure, battery storage, and local-level decarbonisation projects. Prior to BEIS, I worked in the infrastructure corporate finance practice at a leading professional services firm, where I advised on some of the largest transactions in the UK energy and utilities sector and worked with a wide range of investors and public authorities on complex energy transition deals.

Achieving net zero emissions by 2050 will require a multi-disciplinary approach, and for the public and private sector to work together in new ways and share learnings across different sectors. For example, in delivery EV charging, local authorities play a key role in helping to shape how behaviour of residents and drivers, but must work together with charge point operators to tap into their market insights and unlock investor capital. They can benefit from experiences gained delivering local broadband, and take forward lessons learnt from other public-private-partnership models. Having worked across sectors from offshore renewables to energy storage, and provided services from public procurement advice to corporate strategy, I have seen first-hand the challenges and opportunities presented by the energy transition. 

Outside of work I enjoy music and philosophy, and walks in the park with my wife and son and our dog, Suki.
