Pedro Abrantes

I have a deep understanding of transport markets, of their regulatory, commercial and policy context. I bring a unique perspective to clients, having worked for central and local government bodies, regulators and regulated entities.

I'm an associate director in our economic consulting team, specialising in transport and infrastructure. I have over 20 years’ experience working in consultancy, academia, local government, regulators, and regulated infrastructure companies.

I joined the firm in 2024 with extensive experience advising the Department for Transport, Network Rail, the Civil Aviation Authority, local transport authorities, water companies, shipping and rail freight companies, airlines and foreign government infrastructure departments. My work has included competition, regulatory analysis and disputes, socio-economic impact analysis, business cases, incentive design, market reform, and fares policy and analysis.

I've also previously held senior positions at several public sector and industry bodies across transport.

Head of Economics, Office of Rail and Road 

Leading on econometric cost benchmarking, charges and incentives, and economic impact assessment, including during the 2018 and 2023 periodic reviews of Network Rail.

Head of Appraisal Methods and Value for Money, National Highways

Developing its internal cost-benefit analysis guidance and provided expert advice on business case development for a portfolio worth over £20 billion.

Lead Economist, Urban Transport Group 

My role at the organisation representing the largest metropolitan transport authorities in England involved leading a programme of analysis to make a strong case for investment in urban transport to the Department for Transport and Treasury. I also delivered multiple bus and rail policy and analysis projects, including in the context of concessionary reimbursement, investment appraisal, fares and ticketing, local government funding formulae and regulatory and competition reviews.

I previously worked in academia in Portugal and the UK, most recently as Lecturer in Public Transport and Visiting Lecturer at the world-renowned Institute for Transport Studies at the University of Leeds. I specialised in public transport demand and revenue modelling and rail infrastructure cost analysis and incentives. My experience also includes the Department for Transport, the European Commission, a European high-speed rail operator, as well as a government department and transport operators in Portugal.  

I have recently been appointed co-chair of the Department for Transport’s Shadow Joint Analysis Development Panel, a group of experts that aims to provide constructive challenge to the department and encourage innovation, with a focus on transport modelling and cost-benefit analysis methods.
